On December 19, ShanghaiTech University held the first plenary meeting of the third session of the University Governing Board. The meeting was presided over by Jiang Mianheng, Chair of the University Governing Board.

The meeting included a report on the university’s recent progress in key initiatives and an introduction of nominations for appointments and removals, followed by voting.

The meeting approved the 2026 financial budget and, in principle, endorsed the draft of the university’s development plan for the five-year period starting from 2026.

The Board fully affirmed the progress achieved by the university in student cultivation, faculty development, serving of national strategies, scientific and technological innovation, and the transformation of research outcomes.

The meeting emphasized that the university must adhere to and earnestly carry out the overall arrangements of the national 15th Five-Year Plan and the national document for building a strong nation in education.

The meeting stressed that the university should remain committed to its founding mission, maintain steady development momentum, leverage its strengths—such as the large-scale scientific facilities—to deepen the integration of science and education as well as industry and education, and integrate into national strategic scientific and technological capabilities.

In the following development stage, the university should build a high-quality education system, strengthen holistic and whole-process student cultivation, enhance independent innovation in research, bolster original innovation and source capabilities in science and technology, and develop a high-caliber multi-tiered innovative talent team.

Particular attention should be paid to the profound impact of artificial intelligence on student cultivation, education and teaching, and disciplinary research paradigms. The university should continue to improve its governance and support systems while advancing the integrated development of education, science and technology, and talent.
